City Rights are a method to advance a city and to grant new Privileges to the town. Only the Sovereign and the Mayors of their Settlements are entitled to purchase new City Rights. It also grants the newly established Office Posts unique bonuses which correspond to the Office Holder. The Level of Development (Settlement City Rights) affect the Office Posts available in the city.
